Dr. Moen was appointed Executive Manager of Tower Semiconductor Italy in 2026 in addition to his role as Director of Technology Development. He joined Tower Semiconductor in 2012 and has over 15 years of experience in research, technology development, and manufacturing innovation and has led the development of industry-leading RFSOI technologies from concept to high-volume manufacturing. 

Dr. Moen received his Ph.D. and M.S. degrees in Electrical and Computer Engineering from Georgia Institute of Technology and his B.S. in Electrical Engineering and Computer Science from UC Berkeley. 

He has authored or coauthored over 40 publications and has eight patents in the field of silicon technology.
